The authorities are preparing to put on the stream the persecution of Russians who have been forced to leave the country because of the war. This follows from a bill submitted to the State Duma, which proposes amendments to Article 1.8 of the Code of Administrative Offenses.
It is supposed to inform Russians abroad about the initiation of cases on administrative offenses by sending messages to the phone number or notification to e-mail.
The explanatory note to the bill states that, under the current legislation, it is impossible to apply “preventive measures” to Russians who have left and bring them to administrative responsibility. Because of this, actions related to calls to violate territorial integrity and the foundations of the constitutional order are not suppressed by law enforcement agencies.
In addition to remotely bringing violators to administrative responsibility, the bill would allow for the seizure of property of relocants. One of the co-authors of the bill, State Duma deputy Airat Farrakhov, assured that this is an “exceptional” measure that can be applied only by court decision.
