A bill proposing to invalidate the 1954 decision to transfer the Crimean region from the RSFSR to the Ukrainian SSR in order to “purify Russia’s legal heritage” has been submitted to the State Duma. The document was published in the Duma’s electronic database.
The initiative is authored by Konstantin Zatulin, the first deputy chairman of the State Duma committee on CIS affairs, and Sergei Tsekov, a senator from Crimea.
The explanatory note says that the project “is aimed at cleansing the legal heritage of the Russian Federation, as a legal successor of the USSR and the RSFSR, from null and void acts that had no legal grounds, but gave rise to lawlessness”.
The authors call the decision to transfer the peninsula “political arbitrariness”.
