Amendments which will legalize summonses to the military registration and enlistment office in electronic form will apply to all persons liable for military service, not only conscripts. This was announced by the Chairman of the State Duma Defense Committee Andrey Kartapolov, reports TASS.
“Here we are talking about all conscripts, that is, [the new rules will apply] to all citizens who are in the reserve,” Kartapolov said.
According to him, the innovations will not apply to the mobilized, because they have already been drafted into the Russian Armed Forces and are serving.
He also stated that mobilization is supposedly completed and there are no plans to resume it yet.
He did not specify whether the restrictive measures for evaders, which provide, among other things, a ban on leaving the Russian Federation, will be applied to all persons liable for military service on the same principle.
